Dear IPMNers

Summer is near and we are planning the next IPMN Conference in Siena, Italy to be held at the beautiful and historic La Certosa monastery located in the lush Tuscan hill country approximately 10 kms. outside of the city. As is the usual practice for our conferences, they are convened every other year (alternating with our biennial workshops) and
participation priority is given to members of the Editorial Boards of our Journals - - the International Public Management Journal and the International Public Management Review. However, this year there will be many new participants due to the fine response to our call for papers.

The conference will feature two plenary speakers on the first evening after an opening reception. In the next two days
three sessions will be held with generally two papers per session to provide time for dialogue. Additionally, because IPMN tries to be innovative with the format of conferences and workshops (Kurt Klaudi Klausen did a great job in this respect with the 2001 IPMN Workshop in Odense, Denmark), in Siena we have decided to test a new form of paper presentation and discussion. One session will offer small, parallel groups discussion of invited papers in the open format characteristic of IPMN events. And while we expect the conference to be intellectually rewarding,
at the same time we hope our participants will have the opportunity to enjoy the natural beauty of the warm and sweetly scented breezes of summer Tuscan country charm, complemented by some fine food and wines.

Our conference host and IPMN Coordinator, Professor Riccardo Mussari, is doing a great job, as usual, organizing the event and social activities surrounding it. Thank you in advance Riccardo! The conference program and formation

THE INTERNATIONAL PUBLIC MANAGEMENT REVIEW
(e-journal)

As our Network continues to grow (we now have more than 670 members from over seventy nations), and as we find that members of IPMN are producing outstanding research and writings that should be read around the world in
the easiest way possible, the coordinators of the IPM network (under the leadership of Larry Jones) decided some
time ago to create a new, purely electronic journal. Thus far, we have published volume one (a double issue), vol. 2, nos.1 and 2, and vol. 3/1 is coming out in April. IPMR is published currently twice per year. IPMR is a blind peer reviewed journal as is IPMJ edited by Professsor Fred Thompson at Willamette University. However, there is no overlap of publication between the two journals and the editorial process of the journals operate completely dependent of each other. The two journals do, however, share the same editorial board.


The aim of our e- journal is to publish works that meet the following criteria:
- a sound scientific / research base and premise
- a focus on topics of international relevance
- a focus on public management and PM reform
- relevance to both researchers and practitioners
- provision of new information to an international audience
- quality/adequacy of methodology and fit to topic and objective
- validity and accuracy of qualitative and quantitative methods and analysis
- compatibility with the mission of IPMN
- quality of organization and writing

PUBLIC SECTOR DEGREE PROGRAM DEVELOPMENTS IN EUROPE

Following what has been termed the "Bocconi Declaration" of the European Ministers of Education, many European
countries that have not done it before are moving towards the American-style system of university degrees, which starts with a Bachelors degree and then a Masters degree, followed by the doctorate (Ph.D.) degree -- where offered. This is the moment when Masters of Public Administration as well as Masters of Public Management programs are being newly created in some countries. Other nations already have these programs, so that many scholars and program directors, including myself, are now concerned with accreditation procedures, new teaching and research standards, and increasing competition among universities.

In addition to 'regular' master degree programs, executive education is gaining ground in the curricula of many universities. This is also true for Executive Masters degree programs in our field. The target populations for these programs are civil servants who have been working in the public sector or in non-profit organization for some years,
have a university degree, and would like to complement and enhance their competencies with specific public adinistration and management skills. As usual for Europe, national cultural features still have a strong influence on the careers of civil servants - - and, therefore, there is the necessity for Master degree programs to be targeted and promoted selectively and in a culturally sensitive manner. Consequently, the methods for achieving these tasks differ
considerably as does the circumstance and the receptivity to new curricula. For example, nations with strongly politicized promotion systems may be considered less prepared for Executive Master of Public Management programs, while nations that have focused on performance-based promotion, results management and the like appear to be better prepared. Nevertheless, we are observing a growing tendency across all of Europe that the market demand for Executive Masters degree programs in public administration and public management is opening and expanding.

INTERNATIONAL PUBLIC MANAGEMENT JOURNAL

Volume 4, Number 2, 2001 has just been released and forwarded to IPMN members by mail. If you have not received it, please check the IPMN membership database and fill in or correct your address. This is the basis for the delivery of the journal. To enter the database, go to: http://www.inpuma.net/ and on to 'Members' and follow the guidelines. If your library has not yet subscribed to the journal, please do recommend it to your librarian as soon as possible. We need institutional subscriptions in order to be able to deliver the journal to you personally!

INVITATION FOR UTILIZATION OF OUR SERVICE CAPABILITY FOR MEMBERS
